How the count works - worked example
Each submitted ranking gives 2 points to the first choice, 1 to the second and 0 to the third.
Example: Place 1 ranks A, B, C; Place 2 ranks B, A, C; Place 3 abstains.

Ties are real outcomes here: tied menus stay equally prominent and are never broken randomly.
